我国持续进行的医保改革对医院信息化管理既是一个难得的机遇，也是一个严峻的挑战。医保改革要求医院的经营和管理信息化、标准化、统一化，可是，目前国内医院规模大小、科室设置、管理模式区别较大，单一的医院信息系统无法满足多个医院不同的运营状况。针对当前医院信息系统中执行环境和需求的变化性，提出了一种基于分布式工作流技术的系统框架。在该框架中，各个功能子模块可以动态组装和运行，以实现分布式工作流系统的柔性和扩展性从而提高了医院信息系统对运行环境的适应性。

The ongoing medicare reform of China is a rare opportunity for hospitals, but it also is a serious challenge. Medicare reform will require hospitals management information-based, standardization and harmonization. But there are great differences between some hospitals such as size, departments setup, management model, only one hospital information system software is unable to meet a number of different hospitals operating conditions. To solve some common problems which the changes of the HIS environment and the demand lead to, a HIS framework based on distributed workflow technology is introduced in this paper. In this framework, the various functional module are assembled and operated dynamically by a distributed workflow engine. The flexibility and scalability of workflow system can enhance the environmental adaptability of HIS.
