III. Recompiling FastReport Basic Edition and Standard Edition packages
Perform the following steps if you want to recompile FastReport packages.

- open the FastReport 3/Lib/frxReg.inc file and uncomment the following line:
{$DEFINE FR_VER_BASIC}
Step 1. Add paths to library path
1.1. in the Delphi IDE, select "Tools|Environmet options..."

不用这么复杂，它带了一个软件，叫recompile.exe。运行它就可以了

[转贴－分享]FasReport3.07的安装过程
我的操作系统是winxp,DelPhi6;
先到http://www.delphifans.com/SoftView/SoftView_888.html下载3.07版(免安装。解压到任意目录都可以，你自己喜欢吧)，
再到http://www.delphifans.com/SoftView/SoftView_1122.html(下载汉化资源)，
1，将汉化资源的整个Chinese的目录Copy到3.07版目录下的Res目录里面。
2，运行Res目录下的multilang.exe；只选里面的Chinese，然后按Build,就会生成一个frxMultiLang.pas文件，
3，在3.07版的目录下自己新建一个叫"LibD6"的文件夹(D7的就叫LibD7);将frxMultiLang.pas文件分别Copy到“LibD6"和Res/Chinese的目录里面;
4,运行recompile.exe，Change LangUage To选Chinese. ChangeTeeChart Version To选TeeChart45(这里可能因Delphi的版本不同而不同)；点选ReCompile All Packages;这几项选好后就按Compile按钮。等其编译好后退出。
5,回到刚才新建的"LibD6"的目录里，你会发现里面多了很多文件。不要理会它。只要找到"Dclfrx6.dpk","DclfrxDb6.dpk","Dclfrxado6.dpk'这几个文件，分别双击它们。它们自动会激活DelPhi。然后点Install就大功告成了。
 
我是在delphi6下装的3.07。
其实方法很简单，如楼上所述。
只是在选teechart的版本是不要乱选，否则就要吃苦头了。
然后按照install.txt中最下面的十几行将.dpk安装就行了。
当然，装完之后，要将用到的.dcu,.res,.inc的文件放到delphi/bin目录下，否则，运行程序会提示：....not found xxx.dcu之类的。
整个安装过程十几分钟足以，只是不要乱装。
结论：有些事情很简单，只是看你认真与否。
