Mobile GIS/Wireless GIS/ Ubiquious computation, is a promising area in GIS.
We have developed a Wireless system to support the collection of field data and education.
The client is Arcpad, server side is SQL Server 2000. here is a flash presentation:

You can manage layers like what you did, and also you can use functions of layers to manage them.
I just used the sample code of mapobject,I think it is enough.
