用什么方法可解决这个问题(50分)

我在客户用的这样一句代码来打开IE:
ShellExecute(0, nil, pchar(UrlSt), nil, nil, SW_NORMAL);
UrlSt可能是这种样子的:
http://xptest9/dzts/book/book13/1/单身隐私/单身隐私.pdf
这下问题就出来的,IE有时(不是说每一个都打不开的)就无法找开它(保证肯定安装了PDF的阅读器,肯定不是阅读器的问题),据说要转换成UTF-8格式,我也用的AnsiToUtf8,Utf8Encode函数也都没有用,请大家帮个忙用什么方法保证不会出问题.

那试试看下面的方法行不行

你这个问题可能是因为使用了中文名称所引起的，试试在链接中使用全英文名称，如：UrlSt:='http://xptest9/dzts/book/book13/1/dsys/dsys.pdf
如果是这样的话，那就需要网站去改进了。
