好久没看英文了，不知道翻译的怎么样，大家看看有没有纰漏。谢了。
原：目前CERNER 的收费策略是国内通信费按各联网单位接入 CERNET 线路的
速率分担，国际通信费是按照各联网单位IP地址的国际流入量计费。为了节
省网络流量和线路带宽，在校园网设计时，大都采用代理服务器的方式。
因此，基于代理服务器的校园网的计费系统开发便是网络管理和应用中的
一个重要内容。
译：Presently the Policy of Charge of China Education and
Research Network is that the charge of communication of
inside country is according to the velocity of the line of
every unit connecting with CERNET and the charge of
international communication is according to the international
inflow quantity of all IP addresses within one unit.By way
of economizing the quantity of network flux and bandwith of
lines ,most units adopt the mode of Proxy Server within the
design of school network.So the project of counting charge
system within school network based on Proxy Server has become
an important content of network management and application.
