在TWebBrowser中有OnBeforeNavigate2事件，其中的URL参数在帮助中有如下
描述：
URL is the Uniform Resource Locator of the resource the Web browser
is looking up. Change this value to redirect the navigation operation
to a different resource.
好象是说改变其值可实现URL重新定位，但我改变其值却无相应效果，不知何故，
