如何在WIN2000中获取SE_SHUTDOWN_NAME权限(100分)

各位前辈小弟在用DELPHI编程关闭Win2000时无法获得系统的SE_SHUTDOWN_NAME权限，
哪位好心的前辈肯不吝赐教帮小弟一下，谢谢。
